The Queen was escorted at the library by the Lord Lieutenant of the County, Commander Philip Franklin (He is talking to the lady behind the Queen). She is talking here to the Chairman of Mansfield District Council, G Jelley. She opened Mansfield Library 28/7/1977 in her Silver Jubilee year.
