Perhaps decorated for the coronation of King George V which took place in 1911. However, if you look carefully at the photograph you can see large numbers of men in civilian clothes lined up on either side of the picture. They are standing to attention being addressed by military officers. Also, the mood of the picture is rather sombre for a celebration. It could be that this is a photograph of war volunteers or a mustering of those called up to fight in World War 1 in 1914
